Negotiations to end the war continued from May 1968 until January 1973
Major obstacle was unwillingness of GVN to acknowledge NLF/NVN
role in the south - the U.S. and GVN could not militarily prevent
NVN/NLF control of large parts of SVN
Agreement was reached in October 1972 only to have the GVN back
out
Christmas bombing forces Hanoi to accept the same deal as in October
January 27, 1973 Paris Peace Agreement is signed
Cease fire in place
Withdrawal of all U.S. military forces from Indochina
Return of all prisoners of war
A negotiated arrangement between the GVN and Provisional Revolutionary Government (PRG - the
newly named NLF)
Unwritten pledge by the U.S. for $3.2 billion to NVN
On February 1, 1973, President Nixon sent a secret letter to the
North Vietnamese Premier promising unconditional and substantial
reconstruction aid
By March 27, all POWs were returned to each side and U.S. forces were gone from Indochina
